Ginoong at Binibining Palaro ‘09 winners

Ms. Karissa Grace Falcon from Region X (Northern Mindanao Regional Athletic Association) was declared Binibining Palarong Pambansa 2009 while Mr. Martin Delfinado from Region XI (Davao Regional Athletic Association) the Ginoong Palarong Pambansa 2009 at the Search for Ginoong at Binibining Palaro pageant held April 26 at the Leyte National High School Gym ushering in the Palarong Pambansa in Tacloban City.

Other winners were:

1st Runner up: Rachelle Joyce Canimo (Reg IV-A) and Angelone Soria (NCR)
2nd Runner up: Christine Jade Baguios (Reg XII) and Marvin Val Amoroso (Reg XII)
3rd Runner up: Patricia Mae Santos (Reg XI) and Marc Jacob San Miguel (Reg IV-A)
4th Runner up: Princess Dianner Rico (Reg IV-B) and Alexis James Labadan (Reg X)

Pres. Arroyo formally opens Palaro 2009

President Arroyo formally opened today in Tacloban City the Palarong Pambansa 2009 – the country’s most prestigious multi-sports event for elementary and high school students.

Mrs. Arroyo declared the games open in a festive ceremony at the newly-refurbished Leyte Sports Development Center highlighted by the performance of the Buyogan Festival contingent which recently won the championship of the Aliwan Fiesta Festival held last Saturday, April 25 in Manila.

This is the 2nd time for Leyte to host the annual sports event; the first was in 1983.

The president called on the more than 10,000 athletes and officials from the country’s 17 regions to use sports as an effective tool to achieve national unity, peace and progress.

Present during the opening ceremonies were Vice-President Noli de Castro, Education Secretary Jesli Lapus, Governor Jericho ‘Icot’ Petilla, Puerto Princesa Mayor Edward Hagedorn, Cong. Martin Romualdez, DepEd Regional Director Sol Matugas and several other government officials, governors and congressmen from various regions.

The Palarong Pambansa is an annual multi-level national scholastic athletic competition conducted by the Department of Education and participated in by the elementary and secondary students from both public and private schools.

It aims to discover future talents among elementary and high school athletes in the grassroots level.

There will be 15 sports in the elementary and 17 in the high-school divisions, including Olympic sports like athletics, swimming, boxing, taekwondo, badminton, archery, gymnastics, table tennis and lawn tennis.

Dragon Boat Race Workshop & Demo

Among the featured events lined up for the Palarong Pambansa 2009 is the Dragon Boat Race which is set for Sunday, April 26, 8:00AM at the Family Park along Magsaysay Blvd, Tacloban City.

Preparatory to the holding of the race, organizers started a workshop and demo April 23-25 to teach and enjoin local rowers to organize themselves into teams and join the race.

Search for Ginoong, Bb. Palaro kicks off Palarong Pambansa ‘09

TACLOBAN CITY, April 22 -– The Search for the Ginoong at Binibining Palaro will be the opening salvo of the Palarong Pambansa 2009 which the Provincial Government of Leyte under Gov. Carlos Jericho Petilla is hosting.

The pre-pageant night or the talent competition is scheduled on April 25 (7:00 p.m.) at Leyte National High School (LNHS) Gymnatorium.

The pageant and coronation night will be held at the same venue on April 26 (Sunday) at 7:00 p.m.

According to the competition guidelines issued by the Department of Education each region is entitled to one male candidate for the Ginoong Palaro 2009 and one female candidate for the Binibining Palaro 2009. There are 17 participating regions.

The contest categories are sports wear competition, regional costume competition, talent showdown, question and answer and sports participation portfolio.

In the sports participation portfolio, the candidates are required to submit in advance their achievements in sports (photos, plaques, medals, ribbons, citations or any form of documentation) for the last three years.

On the other hand, the criteria for judging are over-all physique (30 percent), talent (20 percent), intelligence and communication skills (20 percent) and sports participation portfolio (30 percent).

The major awards are Ginoong at Binibining Palaro 2009, 1st Runners-Up to 4th-Runners-Up (male and female).

The special awards to be given are Best in Sports Attire, Best in Regional Costume, Best in Talent, Most Eloquent, Mr. and Ms. Congeniality and Top Sports Achievers.

As agreed during the coordinative meeting with the Physical Education School Sports (PESS) Supervisors held last March 28 here, the Top Sports Achiever Awards shall be given to the contestants who garner the highest number of points for the Sports Portfolio.

It is emphasized in the guidelines that in the sports wear competition, the candidates shall wear only his or her Palarong Pambansa official uniform like jacket, t-shirt, shorts/jogging pants, cap and sports rubber shoes.

The candidate may also use sports equipment or playing implement during the presentation as props, if necessary.

The guidelines also emphasized that in the regional costume competition, the use of special effects, grandiose displays, live animals and deadly weapons are prohibited to ensure that the presentation will not put the candidate and the other candidates in serious danger.

According also to the guidelines, the talent presentation should last only for a maximum of five minutes including the entrance and the exit.

It must be done in good taste and the concept, costume and other paraphernalia must not be suggestive and lewd in any manner.

The use of back up performers is not permitted and the use of special effects is prohibited in the same manner that stunts and other dangerous acrobatic moves are discouraged.

But, this may be performed at own risk, provided, that safe precautionary measures are observed.

Entrance to the venue of the Search for Mr. and Miss Palaro will be free of charge.

But, to adhere to the seating capacity of the gymnasium, each delegation shall be be given 100 admission tickets only. (PNA)

Mr & Ms Palaro ‘09 rehearsals

Among the various socio-cultural activities lined up for Palaro 2009 is the Search for the Ginoo at Binibining Palarong Pambansa 2009. This competes the gentlemen and beauties coming from the various regional contingents seeing action at Palaro.

The Search went underway last Tuesday, April 21 with a general briefing/meeting of organizers and participants as well as the 1st rehearsals for the participants…

Palaro enforces stricter measures vs age-cheating

MANILA, Philippines – Organizers of the Palarong Pambansa are enforcing more measures to ensure that age-cheating will no longer mar the conduct of the student games to be held on April 26-May 3 in Tacloban City.

Len Toledo, the national coordinator of the Department of Education Task Force on School Sports, on Tuesday said they have “refined” the measures in screening athletes to the meet.

He said starting this year, organizers will be using an Ultraviolet scanner to examine NSO copies of birth certificates and also require more signatories on the academic records of athletes to increase the culpability of school officials.

“We are doing this so that no one will attempt to cheat,” Toledo said yesterday at the PSA Forum. “The DepEd wants to protect the integrity of the Palaro.”

The Palaro was hit by a rash of age-cheating incidents in the 2006 edition in Naga City.

Toledo also said that the DepEd has acquired equipment that are up to international standards for use in this year’s Palaro, where about 6,000 athletes from 17 regions are expected to see action.

Although action begins on April 26, the opening ceremony will actually be held at 10 a.m. on April 28 with no less than President Gloria Macapagal-Arroyo as guest of honor at the Leyte Sports Development Center (LSDC).

Leyte provincial sports coordinator Neil Baronda, who also attended in the weekly forum, said athletes from the participating regions have arrived in Tacloban as early as last week.

The LSDC, which has a rubberized track oval, will be home to centerpiece athletics, medal-rich swimming, volleyball, tennis and basketball. Baronda added that they have prepared alternative venues for basketball and tennis in the event of rain delays.

This year’s Palaro will mark the addition of elementary boxing in the calendar, along with girls’ arnis. –GMANews.TV

All is set for Palaro – Gov. Icot

TACLOBAN CITY – All is set for the Palarong Pambansa 2009 in Leyte, Governor Carlos Jericho Petilla said after listening to the report of the different committees for the national event.

All the facilities are in place. The swimming pool has been turned over to the Province by the contractor and the oval will be turned over soon.

Governor Petilla said that the City Government of Tacloban did not allow the use of the Tacloban City Convention Center for playing venues. The Sagkahan Gym was not also allowed to be used. However, other venues have been confirmed to be used instead of those which were not allowed to be used.

All the billeting schools are ready. In fact, some delegations or advance parties have already arrived. Director Matugas informed that the beddings and the cots for the delegations were taken cared of by the DepEd teachers and supervisors.

Regional delegations will come in groups starting April 17 up to April 23, DepEd secretariat informed. Governor Petilla said that the modest estimate of delegations overshot to twice as many.

The transportation committee is ready with vehicles for the delegations. Dir. Matugas added that Calbayog City Mayor Sarmiento is lending 4 buses while Biliran Congressman Chong is lending 8 buses for the Palaro.

During the meeting of the various committees for the Palaro which was held on April 17 at the Governor’s Hall of the Leyte Provincial Capitol, it was learned that except for small concerns which could easily be answered, all the committees have made the necessary arrangements and coordination.

On the issue of water for use of the athletes who are billeted in different schools, Governor Petilla said that the Province will borrow fire trucks from the municipalities and will facilitate the use of extra receptacles or tanks for the different billeting areas.

One of the concerns raised was that of security and traffic. The traffic flow plan was presented by PNP Leyte Provincial Director Palconit and suggestions were given by Governor Petilla as to the parking area for the buses bringing the delegates to the venues.

Colonel Cleve Taboso informed the audience on the traffic rerouting especially during the Opening Program on the 28th of April. Col. Taboso also agreed in principle that he will facilitate for the issuance of permit for the Parade of athletes.

Governor Petilla called on all the people to support and cooperate so that the hosting of the Palaro will be a successful one. He disclosed the report that a group is planning to go from one delegation to another to supply negative ideas on the Palaro.

He added that a certain group is allegedly putting up a Palaro website where negative items will be featured.

These could be countered by making people know about the positive things on the Palaro, the good Governor said.
